Crafting the future of e-Gov: A unified vision for digital transformation

We developed a high-quality strategy paper that united federal, state, city, and municipal efforts for future e-Government initiatives.

Outcome

The outcome was a comprehensive strategy paper that aligned federal, state, city, and municipal efforts for future e-Government initiatives, earning high satisfaction from all stakeholders.

The client

Our client, the public ministry responsible for Digital Transformation, entrusts us with creating a strategy that defines the common vision for the e-Gov of the future and hereby aligns the federal government, states, cities, and municipalities.

Initial situation and challenge

Digital transformation is happening in almost all areas and levels of our economic value chains.

This is not only true for the private but also for the public sector. However, especially for the public sector alignment between the federal government, states, cities, and municipalities across several thematic areas remains a big challenge. An aligned effort across all entities needs a common ground and understanding of general conditions and legislative foundations, new impulses for future potentials, and clear commitments and governance to control collaboration.

Actions and project approach

We established the project in 4 phases, which were structured partially sequentially and partially simultaneously to maximize effectiveness and efficiency.

Special emphasis and success factors

Clear structure and responsibilities

Most important to the success of this complex strategy project including various stakeholders is the clarity of structure, content, project procedure, and responsibilities of each role within the project. We believe that it is vital to be able to explain an overview of the project on one page to maximize clarity and understanding of the project and get the best result. This overview includes the current situation, the phases and actions during the project, and a clear preview of the expected results.

Commitment to implementation through the Council of Ministers’ decision

The second vital success factor of complex IT strategy projects is ensuring the created strategy's implementation. Including all relevant stakeholders and well-crafted, structured content will improve the quality of the final strategy paper. A high level of commitment is guaranteed to ensure implementation. In this project, the final document was Commitment through putting a Council of Ministers decision into effect.

Key results

The main result of this thoughtful, experienced, and structured approach led to the needed high-quality strategy paper. Other key results were highly satisfied participants of all the involved organizations, and last but not least – a highly satisfied client!
